The int'l customs document (CPD) was made in 1911 and got into use for the first time in 1913 as a document that facilitates the customs procedures for tourists and travelers using their own vehicles. The CPD is used within the UN customs conventions for the years 1954 & 1956 covering the temporary importation of both private & commercial vehicles, besides the CPD is a part of Istanbul convention that is monitored by int'l customs organizations. And according to those conventions, the CPD or trip-ticket facilitates vehicles temporary importation by providing a mean of guarantee avoiding the payment of any customs fees & taxes. Mentioning that Yemen Club for Touring & Automobile is the only authorized place in Yemen to issue the CPDs as being a member of both the FiA & AIT, hence YCTA's CPDs are covered internationally. Moreover, YCTA has been approved as a guarantor club for FiA after the signing of an agreement with the Yemeni Customs Authority in 1/9/2005 in which it became responsible of all vehicles using CPDs & entering Yemen without being re-exported or settled down.

It is an international customs document for the temporary importation of vehicles in which it is a requirement in many countries all around the world for allowing private and commercial vehicles entering countries.

The conditions in order to obtain the CPD (International Customs Document) are:
1. A commercial guarantee approved by the chamber of commerce.
2. A copy of the vehicles document.
3. A copy of the passport.
4. A copy of the vehicle's customs document.
5. Payment of the fees

In order for a vehicle entering Yemen using a trip-ticket to remain legally, the following documents are required (as it goes through the Customs Authority, Foreign Ministry, and finally the related embassy):

1.The original carnet (International customs document) or a copy of the last entrance customs' stamp.
2. The original vehicle's customs document.
3. In case of Saudi vehicles, a copy of the vehicle's document is required.
4. In case of vehicle illegal stay, a fine is to be paid.
5. Procedures completion duration as follows:
- From 8 to 10 days, with an original vehicle's customs document.
- From 20 to 30 days, with a copy of the vehicle's customs document

Moreover, the CPD was used within the United Nations customs agreements in the years 1954 & 1956 covering the temporary importation of private and commercial vehicles. Furthermore, the carnet forms a part of Istanbul's agreement signed in 1990.

Useful instructions

  1. The vehicle using CPD will only be given a permission of three months in Yemen and then to be extended for another 3 months. And in case the vehicle wasn't re-exported, there would be a fine.

  2. The conditions of accepting CPDs are:

a. The CPD holder to be the vehicle's owner or to be authorized officially

b. The CPD holder not to have another vehicle in Yemen using the CPD

c.The CPD holder to have an exit & return visa to the country where the car is from

d. The remaining period in the CPD should not be less than a month for Yemenis and two weeks for the other nationalities.

3. Things to pay attention to when entering & leaving Yemen are

a. Checking that all entering data & stamp are available on the CPD

b.The availability of the Yemeni Customs Authentication on the CPD

c. Being committed to the periods allowed

d. Extending the period when required

e. Having all re-exportation data & stamp on the CPD

f. In case of paying the vehicles customs fees, make sure you obtain a clearance letter from Yemen Club

Note: Accidents and thefts do not exempt the vehicles owner from being asked to pay the fees.
